Strategic Plan

Our Strategic Roadmap to 2031

The Literacy Coalition of the Permian Basin operates under a Strategic Roadmap to 2031, a framework that guides every program, partnership, and investment across our 23-county service area in West Texas and Southeastern New Mexico. This roadmap translates our mission into measurable action through five Flagship Goals, each paired with key performance indicators that track real progress toward a more literate, opportunity-rich region.

Flagship Goal 1: Provide Access to English for Career Success Programs in All 23 Counties

We expand English for Career Success instruction across the region, building courses directly and through coalition partners so adult learners gain the language skills they need to pursue better jobs and stronger futures.

Flagship Goal 2: Provide Access to GED Programs in All 23 Counties

We bring GED preparation to every county we serve, creating clear pathways for adult learners to earn their credential and open doors to further education and employment.

Flagship Goal 3: Connect Credentialed Learners to Employment, Career Advancement, or Higher Education

Earning a credential is a milestone, not a finish line. We work directly with graduates to connect them to postsecondary education, workforce development courses, and career opportunities, including targeted support for veterans transitioning to civilian careers.

Flagship Goal 4: Increase Financial Resources to Expand Literacy Services

We build a sustainable funding base that allows our programs to grow and reach more adult learners across our full service area, strengthening the financial foundation behind every goal on this roadmap.

Flagship Goal 5: Build Community Support for Literacy Through Partnerships, Volunteers, and Membership

Literacy work thrives on community. We grow our coalition membership, deepen local partnerships, expand our volunteer base through groups like Laura Bush Ladies for Literacy, and extend programs such as the Dolly Parton Imagination Library and POWER Bag program into more communities each year.
